You still have time to start puberty you’re just late. If you’re planning to have sex soon you may want to speak with your parents. Puberty does not guarantee penis growth although when you become aroused you may have a little more length. You may need to talk with your parents first.

relax, your body just hasn’t started puberty, it not uncommon for some boys not to start until 14 or 15
you will start to develop and your penis will grow and pubic hair will grow
