I think you should get yourself tested, honestly…That doesn’t sound like something normal…

I think you shouldn’t take that step until you know what these are. Although arnica extract is used in liniments, wikipedia says contact with the plant can cause an allergic reaction. The usual response to arnica is dilation of blood vessels under the skin. This might be the opposite of what you should do to treat this.
Sometimes raised bumps in the area of the glans are “pearly penile papules”. These are normal growths of the skin that are more sensitive than the rest of the glans. Some men find the sensitivity annoying, but there’s not much that can be done. They often grow back if they’re removed.
Of course, they might be something else entirely. Show them to your doctor, and together you can figure out what they are and what their cause is. Then you can treat them properly.

I’m really sorry to hear that, but I think you might want to consider being tested for an std.
